Outcomes-based planning and evaluation is the method Social Solutions Consulting uses primarily to develop programs, build capacity, and find efficient alternatives for community organizations. Fiscal agents and funders typically smile upon nonprofits who can show that they measure and modify their outreach, it easily shows that their dollars will be spent with care and well-thought out intent to help the community.
There are 2 types of evaluation and planning methods that need to be used within an organization to truly build sustainability: 1) Outcomes and 2) process-based
Process-Based Evaluation (PBE) measures the implementation of programs and allows for evaluation and assessment of program efficiency and service delivery. SSC uses process-based evaluation when organizations are interested in essentially ‘auditing’ their program delivery and internal checks to make sure the program is being offered efficiently. PBE is an enduring part of a strong nonprofit, usually taking place continuously over the life of the program. This ensures that as program dynamics and client needs change, the nonprofit is fully capable of adapting in a timely fashion due to already having internal data on what has worked and what can be adjusted. PBE can be as direct as analyzing cost and benefits for expected program expenditures or conducting an service delivery analysis with partnered organizations and program staff.

Outcomes-Based Evaluation (OBE) typically measures the impact of programs and services. It allows for the use of feedback from clients served about program activities that how those well activities actually address their needs. A nonprofit could survey their client base before and after assistance (pre-test/post-test) to measure changes in a client’s actions and attitudes. A community needs assessment would also fall under OBE, as it can relay to program developers the community values and a focus area for the new program. Funders are moving toward making Outcome evaluations are becoming a requirement for funding, to confirm that the nonprofits are actually helping clients and meeting the stated goals that awarded them funding (typically called a strategic plan).
A nonprofit should commit to efficient delivery of services and always strive to improve processes and results to increase impact. Focusing on delivery and outcomes can help organizations make better decisions about how best to allocate resources. Meeting program outcomes (or at least being transparent with plans to meet outcomes) can also help keep leadership and governance at bay and make them aware of the program’s accomplishments. Most organizations hire consultants that are aware of how to measure programs by a fiscal agents program standards. Usually evaluation is required during the FY for grant recipients or corporate sponsors.
